Who can participate in the competition or auction

A participant in a tender or auction for the right to conclude lease agreements, gratuitous use agreements, as well as other agreements providing for the transfer of rights in respect of state property, is a legal entity or an individual entrepreneur who meets one of the following criteria:

The applicant’s primary type of activity must fall under one of the following economic activity categories:

62 — Computer software development, consulting services in this field, and other related services;
63.1 — Data processing activities, information hosting services, and operation of portals on the information and telecommunications Internet network;
72.11 — Research and development in the field of biotechnology;
72.19 — Other research and development in the natural and technical sciences;
85.30 — Vocational education;
85.41 — Additional education for children and adults;
85.42 — Additional professional education.

Based on the results of the year preceding the date of submission of the application to participate in a tender or auction, income from information technology activities accounts for at least 30 percent of the applicant’s total revenue.

The applicant must be included in the register of accredited Russian organizations engaged in information technology activities.

The share of direct participation of the Russian Federation or the Republic of Tatarstan in the authorized capital of state corporations (companies), public law companies, and business entities exceeds 50 percent.

To rent an office, participation in an auction for the right to conclude a lease agreement for state-owned property is required. A participant in such an auction may be a legal entity or an individual entrepreneur that meets one of the following criteria: 1. After receiving approval from the property owner — the Ministry of Land and Property Relations of the Republic of Tatarstan — the IT Park publishes the auction documentation on the official public trading platform. Participants have 30 days to submit an application, upload the required documents to the platform, and pay the security deposit. After that, the auction commission reviews the applications and announces the auction. The auction step is 5% of the starting price specified in the auction documentation for the selected lot. The bidding starts at a заранее announced time. The winner is determined automatically 20 minutes after the last bid is placed. The lease agreement with the auction winner is concluded on the 11th day, unless otherwise specified in the auction documentation. The full rules and procedure for conducting the auction are published on the official trading platform torgi.gov.

The IT Park provides round-the-clock access. Residents have 24/7 access to the IT Park. Access is granted individually to each employee.

Procedure for concluding an agreement on innovative activities and inclusion in the register of residents of high-tech parks (as amended)

As a form of support, all residents renting an office in the IT Park are provided with one hour per week of free use of a meeting room. To gain access, residents need to contact the Resident Relations Department. The offer applies to the “Cloud” and “Metaverse” meeting rooms located on the 4th floor of the B. Rameev IT Park.
